Division Manager
Mr. Mike Benney is S&A’s Learning Integration Division Manager which includes the United States Fleet Forces Command (USFF) Ready Relevant Learning (RRL) Support contract. This 14-person support team is embedded in key Fleet Concentration Areas throughout the country specializing in training and program analysis. Mr. Benney has 17 years of experience, including 6 years of active duty service in the US Navy. Mr. Benney served aboard DDG-964 as Gunnery/Ordnance Officer and LPD-12 as Main Propulsion Division Officer/Training Officer. He then completed a tour in Iraq as the Detainee Operations Officer In Charge/Tactical Operations Center Director. Mr. Benney then served as Naval Science Institute Lead Weapons Instructor for Surface Warfare Officers in Newport, Rhode Island, training 500+ prospective naval officers in the intricacies of naval weaponry, radar, and sonar while revamping courses ranging from Naval Customs and Courtesies to Defense and Maritime Strategy. Mr. Benney then served as a Senior Manpower, Personnel, and Training Analyst with ITT Corporation in support of US Navy clients. He then joined the US Navy civil service as the Mine, Auxiliary, Amphibious, Command, and Patrol Ship Training Manager, and then as the Manpower, Personnel, and Training Modernization Project Manager with the Surface Training Systems Program Office within the Surface Warfare Directorate of the Naval Sea Systems Command. He is experienced in providing comprehensive project and program management for US Navy training programs with budgets of more than $135M infusing innovation and technology to directly benefit the fleet. Director of Information Technology
Mr. Michael Levine is S&A’s Director of information Technology. Mr. Levine has 25 years of experience working in the Information Technology field including a two-year deployment overseas, providing service in an active combat zone. He has led many successful teams in his careers with Dell, HP, and COX Communications. As a Field Services Technician for COX Communications, Mr. Levine received an award for top sales throughout that organization and was promoted to Field Services Supervisor. Mr. Levine worked for HP supporting the Navy Marine Corps Intranet. He was the co-developer and Inventor of Synergy, which is a remote desktop software application that he designed from the ground up and provided support tools that were allocated for specific locations. Mr. Levine worked for L3 National Security Solutions supporting the US Army SITEC contract in Afghanistan as a Systems Administrator. He traveled to various sites throughout the AOR to support the customer, even while under fire. The Achievement Medal for Civilian Service was awarded by the Department of the US Army for his service with the Special Operations Joint Task Force. Mr. Levine has extensive experience in IT Support for NUWC where he was in charge of supporting equipment, software integration, and classroom buildouts for SWOS. Mr. Levine attended Thomas Edison State University College for a Bachelor of Science in Business Administration in Computer Information Systems. Mr. Levine is also a certified CompTIA Secure Infrastructure Specialist
Division Manager
Mr. Fotee Kontos is a Division Manager for S&A. Mr. Kontos has 20 years of experience providing engineering technical expertise and engineering program management support for US Navy and US Coast Guard clients. His experience includes serving as a Senior Consultant with Booz Allen Hamilton, Director at Herren Associates, Vice President at McKean Defense Group, Vice President at Valkyrie Enterprises, and Director at ITA International. In these roles, Mr. Kontos has led, managed, directed, and executed complex engineering and program management engagements for clients such as Naval Sea Systems Command’s Surface Warfare Directorate, Logistics, Maintenance, and Industrial Operations Directorate, Naval Systems Engineering Directorate, Surface Maintenance Engineering Planning Program, Surface Combatant and Amphibious Warfare In Service Program Offices, Surface Training Systems Program Office, Program Executive Office Ships, Program Executive Office Integrated Weapons Systems, Office of the Chief of Naval Operations, Type Commanders, Commander Regional Maintenance Centers, Surface Warfare Enterprise, and Surface Team One. Mr. Kontos has similar experience with US Coast Guard clients such as the National Security Cutter, Fast Response Cutter, Offshore Patrol Cutter, and Polar Icebreaker Program Offices. Mr. Kontos earned a Bachelor of Science degree in Electrical Engineering from North Carolina State University. Mr. Kontos is also Project Management Professional certified by the Project Management Institute.

Ms. Lisa Singleton is a Division Manager for S&A. Ms. Singleton has more than 24 years of experience providing business financial management expertise in the DoD and commercial industries. Ms. Singleton has served in roles of increasing responsibility and in many different competencies including but not limited to, research and analysis, cost planning and modeling, program management, and process improvement. Her experience comes from previous employers including ITA International, Valkyrie Enterprises, AMSEC, and Northrup Grumman. Ms. Singleton’s diverse experience brings a unique perspective to our clients. With her focus, attention to detail, business process strategies, and management experience, she has the ability to support our client’s vision in strategic planning and execution.
