Mr. Mike Benney is S&A’s Learning Integration Division Manager which includes the United States Fleet Forces Command (USFF) Ready Relevant Learning (RRL) Support contract. This 14-person support team is embedded in key Fleet Concentration Areas throughout the country specializing in training and program analysis. Mr. Benney has 17 years of experience, including 6 years of active duty service in the US Navy. Mr. Benney served aboard DDG-964 as Gunnery/Ordnance Officer and LPD-12 as Main Propulsion Division Officer/Training Officer. He then completed a tour in Iraq as the Detainee Operations Officer In Charge/Tactical Operations Center Director. Mr. Benney then served as Naval Science Institute Lead Weapons Instructor for Surface Warfare Officers in Newport, Rhode Island, training 500+ prospective naval officers in the intricacies of naval weaponry, radar, and sonar while revamping courses ranging from Naval Customs and Courtesies to Defense and Maritime Strategy. Mr. Benney then served as a Senior Manpower, Personnel, and Training Analyst with ITT Corporation in support of US Navy clients. He then joined the US Navy civil service as the Mine, Auxiliary, Amphibious, Command, and Patrol Ship Training Manager, and then as the Manpower, Personnel, and Training Modernization Project Manager with the Surface Training Systems Program Office within the Surface Warfare Directorate of the Naval Sea Systems Command. He is experienced in providing comprehensive project and program management for US Navy training programs with budgets of more than $135M infusing innovation and technology to directly benefit the fleet. Chief Strategy Officer
Mr. Jared Bennici is the Chief Strategy Officer at S&A. He has over 15 years of experience in both government and industry. His government experience includes the US Senate Homeland Security and Governmental Affairs Committee and the US Department of State Office of the Secretary of State/Executive Secretariat. Mr. Bennici’s industry experience includes direct support, program management, and business development and strategy positions with Anteon Corporation, RGS Associates Inc., McKean Defense Group LLC, and most recently as the Chief Growth Officer at THOR Solutions LLC. He is experienced in developing and executing professional and engineering services and solutions across a prime contract portfolio of more than $200M spanning Department of Defense, Federal Civilian Agency, and commercial clients. He earned an undergraduate degree in Political Science at the College of the Holy Cross, and a graduate degree in International Affairs at Georgetown University. Mr. Bennici also completed executive education in Strategy and Risk Management with Stanford University, and in Executive Communications with the University of Southern California. He is committed to long-term relationships with customers and industry partners to provide high impact and sustainable services and solutions.
Director of Knowledge Management
Mr. Brady has more than 40 years of experience, including 25 years of active duty service in the US Navy. Mr. Brady served aboard SSN 700, SSN 699, SSN 722, where he qualified Engineering Watch Supervisor and served as the Engineering Department Leading Chief Petty Officer. Mr. Brady completed several ashore tours, including one as a Nuclear Prototype Instructor where he qualified as an Engineering Officer of the Watch. Mr. Brady managed all aspects of operations, maintenance, and qualifications for the Engineering Department. Mr. Brady was commissioned under the Limited Duty Officer Program, graduated from the Radiological Controls Officer Course, and was assigned as a Division Officer and Main Propulsion Assistant on the AS-36, the lead ship of her class of submarine tenders. Mr. Brady also served as Reactor Maintenance Officer aboard CVN-68, instructed the Officer Submarine Quality Assurance Course in Bangor, Washington and his final assignment was the Maintenance Manager aboard CVN-72. Subsequent to active duty service, Mr. Brady served 14 years as a US Navy civilian in several positions including the Project Supervisor for the planning and execution of the CVN-71’s Refueling Complex Overhaul at the Supervisor of Shipbuilding in Newport News, requiring extensive stakeholder engagement with PEO Carriers, SEA 02, SEA 05, SEA 08, and Huntington Ingalls. Mr. Brady’s experience also includes serving as the Knowledge Management Director for Carrier Team One, advising the Executive Steering Committee, and managing knowledge sharing networks, semi-annual planning strategies, post availability hot washes, the metrics dashboard, and annual budget input. In addition, Mr. Brady is experienced in supporting US Fleet Forces Command in execution of Ready Relevant Learning, and as a training Subject Matter Expert for Naval Undersea Warfare Center Division Newport. Mr. Brady earned an Associate’s Degree in General Studies.
Mr. Fotee Kontos is a Division Manager for S&A. Mr. Kontos has 20 years of experience providing engineering technical expertise and engineering program management support for US Navy and US Coast Guard clients. His experience includes serving as a Senior Consultant with Booz Allen Hamilton, Director at Herren Associates, Vice President at McKean Defense Group, Vice President at Valkyrie Enterprises, and Director at ITA International. In these roles, Mr. Kontos has led, managed, directed, and executed complex engineering and program management engagements for clients such as Naval Sea Systems Command’s Surface Warfare Directorate, Logistics, Maintenance, and Industrial Operations Directorate, Naval Systems Engineering Directorate, Surface Maintenance Engineering Planning Program, Surface Combatant and Amphibious Warfare In Service Program Offices, Surface Training Systems Program Office, Program Executive Office Ships, Program Executive Office Integrated Weapons Systems, Office of the Chief of Naval Operations, Type Commanders, Commander Regional Maintenance Centers, Surface Warfare Enterprise, and Surface Team One. Mr. Kontos has similar experience with US Coast Guard clients such as the National Security Cutter, Fast Response Cutter, Offshore Patrol Cutter, and Polar Icebreaker Program Offices. Mr. Kontos earned a Bachelor of Science degree in Electrical Engineering from North Carolina State University. Mr. Kontos is also Project Management Professional certified by the Project Management Institute.
Director of Information Technology
Mr. Michael Levine is S&A’s Director of information Technology. Mr. Levine has 25 years of experience working in the Information Technology field including a two-year deployment overseas, providing service in an active combat zone. He has led many successful teams in his careers with Dell, HP, and COX Communications. As a Field Services Technician for COX Communications, Mr. Levine received an award for top sales throughout that organization and was promoted to Field Services Supervisor. Mr. Levine worked for HP supporting the Navy Marine Corps Intranet. He was the co-developer and Inventor of Synergy, which is a remote desktop software application that he designed from the ground up and provided support tools that were allocated for specific locations. Mr. Levine worked for L3 National Security Solutions supporting the US Army SITEC contract in Afghanistan as a Systems Administrator. He traveled to various sites throughout the AOR to support the customer, even while under fire. The Achievement Medal for Civilian Service was awarded by the Department of the US Army for his service with the Special Operations Joint Task Force. Mr. Levine has extensive experience in IT Support for NUWC where he was in charge of supporting equipment, software integration, and classroom buildouts for SWOS. Mr. Levine attended Thomas Edison State University College for a Bachelor of Science in Business Administration in Computer Information Systems. Mr. Levine is also a certified CompTIA Secure Infrastructure Specialist

Amy Perry has earned certification as a Senior Professional in Human Resources from both, HRCI- Human Resources Certification Institute (SPHR) and SHRM-Society for Human Resource Management (SHRM-SCP). During her career she has led the Human Resources and Facility Security Departments of Government Contracting Organizations as they transitioned from small to mid-sized business.

Ms. Lisa Singleton is a Division Manager for S&A. Ms. Singleton has more than 24 years of experience providing business financial management expertise in the DoD and commercial industries. Ms. Singleton has served in roles of increasing responsibility and in many different competencies including but not limited to, research and analysis, cost planning and modeling, program management, and process improvement. Her experience comes from previous employers including ITA International, Valkyrie Enterprises, AMSEC, and Northrup Grumman. Ms. Singleton’s diverse experience brings a unique perspective to our clients. With her focus, attention to detail, business process strategies, and management experience, she has the ability to support our client’s vision in strategic planning and execution.
Director of Cybersecurity
Mr. William Smith is S&A’s Director of Cybersecurity. Mr. Smith has more than 25 years of experience, including 22 years of active duty service in the US Navy. Mr. Smith completed tours as Operations Officer aboard DDG-74, Reactor Control Division Officer aboard CVN-69, Reactor Mechanical Systems Officer aboard CVN-65, Inspector for Nuclear Power Examination Board on the staff of US Fleet Forces Command, Auxiliary Mechanical Equipment Officer aboard CVN-77, Executive Officer aboard DDG-79, and as Atlantic Fleet Aircraft Carrier Readiness Officer at Commander, Naval Air Force Atlantic. Mr. Smith’s contractor experience includes supporting US Navy requirements as a Program Manager with CSRA. Mr. Smith earned a Bachelor’s of Science in Nuclear Engineering from the University of Michigan, an MBA from Oklahoma City University, and a Master’s of Science in Cybersecurity Management and Policy from the University of Maryland University College. Mr. Smith is also a Certified Information Systems Security Professional certified by (ISC)2, and a Project Management Professional certified by the Project Management Institute.
