Lisa Singleton – Vice President/Operations Manager

Lisa provides over 25 years of comprehensive experience providing business financial management within the DoD and commercial industries. She has successfully provided cost and budget modeling solutions, innovative business strategies, and effective process improvement, helping our customers achieve desired outcomes to meet challenging budget constraints.

Inga Varney

Inga Varney – Vice President of Program Management Office & Human Resources

In addition to serving as the S&A PMO, Inga is also the company Facility Security Officer. Inga has over 20 years of experience facilitating teams through process development and documentation for improved communication between stakeholders and to create efficiencies in operations. She is a proven leader and provides S&A with consistent, formalized, and repeatable PM practices.

Mike Levine

Mike Levine – Assistant Vice President of IT and Cybersecurity

With an extensive background in Information Technology, Mike provides over 25 years of experience supporting hardware, equipment and server buildouts, software development and integration, and complex Systems Administration solutions. Mike is also a certified CompTIA Secure Infrastructure Specialist.

Cesar Morales

Cesar Morales, Assistant Vice President of the Program Management Office & Quality

Cesar has over 20 years of experience in the DoD industry including service with the Army National Guard and the Reserves. Since 2012, Cesar has supported several Navy commands including NAVWAR, SWRMC, NIWC Pacific, PEO C4I (PMW 130), and US Fleet Forces Command in roles such as Instructional Designer, Training Specialist, Production Operations Analyst, Project Manager. Here at S&A, Cesar has most recently been supporting the Career-Long Learning Continuum for USFFC. Throughout his roles, Cesar has focused on driving improvements and excellence in program management, quality assurance, collaboration tool development, knowledge management, and targeted learning development strategies. Cesar has a Master's in Learning Design & Technology from San Diego State University and holds several certifications including, PMP, Certified Scrum Master (CSM), and a Data Science Team Lead+ (DSTL+).

Donald Stewart

Donald Stewart, Assistant Vice President of Contracts

Donald served in the Navy for 21 years as a Chief Hull Maintenance Technician. His career included welding on Submarines in Groton, CT and LCACs in Virginia Beach before spending 11.5 years in the Special Operations Community where he deployed multiple times to Afghanistan, Iraq, South Africa, and South America. Upon departure from those opportunities, Donald did a tour of duty as an instructor where he obtained his Master Training Specialist (MTS) designation and was designated as the Course Curriculum Model Manager. He joined S&A as a Curriculum Developer in 2021, was promoted to a Program Manager, and is now S&A’s Assistant Vice President of Contracts. Donald has a BS in Mechanical Engineering, a BA in Business Management, an MBA with a concentration in Program Management, an MA in Corporate Finance, and an MLS in Contract Law. He is also PMP Certified, NCMA Certified Associate Contract Manager, and is working on his NCMA Certification as a Federal Contracts Manager.

Kyle Killingbeck

Kyle Killingbeck – Technical Director, Strategic Programs

Kyle has over 29 years of experience supporting national security interests, including 24 years of active-duty service in the US Navy on submarines and surface ships. His background is steeped in engineering, maintenance, modernization, planning and project management experience. He provides S&A with naval engineering technical expertise, customer engagement, and building industry partnerships.

Ted Martin

Ted Martin, Technical Director of Special Operations Training Programs

Ted has over 36 years of experience supporting national security interests, including 28 years of active-duty service in the US Army and Special Operations. His background is in Leadership Development and Training Programs, both Foreign and Domestic. He provides S&A with Army and Special Operations technical expertise, customer engagement, and building industry partnerships.

Joe Welsh

Joe Welsh, Director of Engineering & Readiness

Joe is an accomplished leader with nearly 20 years of experience supporting the Department of the Navy, specializing in program management, defense acquisition, and systems engineering. With an M.S. in Systems Engineering from Johns Hopkins University and a B.S. in Logistics & Intermodal Transportation from the United States Merchant Marine Academy, Joe brings a unique blend of academic knowledge and practical experience to assist government customers in establishing a strategic vision and driving process improvements to deliver innovative solutions for complex challenges and mission-critical objectives in today’s budget-constrained environment.
