U.S. leadership in Strategic Missions, Electronic Warfare (EW) and Assured, Advanced Microelectronics is critical to military dominance and economic sovereignty. The Department of Defense (DoD), U.S. Navy, and NSWC Crane require innovative technological solutions to address current and future security threats in the Electromagnetic Spectrum (EMS), trusted microelectronics, and strategic missions hardware environments. To engage the broadest set of innovators, NSWC Crane facilitated the creation of the S2MARTS OTA. Through S2MARTS, with NSTXL as the consortium management partner, the U.S. Government is able to refine strategies, management planning activities, and implement integrated, complementary solutions that enable broader DoD access to commercial state-of-the-art EMS technologies, advanced microelectronics, radiation-hardened (RAD-HARD) and strategic missions hardware in a more timely and efficient manner.

S2MARTS includes 5 core areas including: (1) Radiation Hardened Microelectronics; (2) Radio Frequency (RF) and Optoelectronic (OE) Microelectronics; (3) New Microelectronic Development, Demonstration, and Capability Insertion; (4) Design Assurance; (5) Verification and Validation.

S2MARTS also includes 22 technology focus areas which include: (1) Commercial-off-the-shelf (COTS) programmable integrated circuit (IC) co-development; (2) Custom Optics; (3) Design Assurance; (4) Enhanced Fabrication; (5) Field Programmable Gate Arrays (FPGAs); (6) Machine Learning; (7) Magnetic Random Access Memory (MRAM); (8) Manufacturing Technology; (9) Materials and Processes; (10) Microelectronics and EW focused Workforce Development; (11) Microelectronics Obsolescence and Replacement; (12) Modeling and Simulation; (13) Multispectral Sensing; (14) New Microelectronics Development, Demonstration, and Capability Insertion; (15) Outreach and Standards; (16) Radiation Hardened by process (RHBP)/Radiation Hardened by Design (RHBD); (17) Radiation Hardened Microelectronics; (18) Radio Frequency (RF) and Optoelectronic (OE) Microelectronics; (19) Spectrum Warfare Technologies – Advanced and custom optics, advanced threat assessment and exploitation efforts; (20) Spectrum Warfare Technologies (All Other); (21) Strategic Missions Hardware; (22) Verification and Validation.
